The Ethical Commissioning Principles set out the foundations for the social care commissioning we want to see in Scotland. Ambitious in vision, the principles paint a picture of commissioning practice that is centred on the person; underpinned by human rights; collaborative; effective; transparent, sustainable and respectful of the workforce.

Successful implementation of the ethical commissioning principles relies on three things.

• The way that the principles are conceptualised and talked about (content);

• How the principles work in practice (implementation);

• The environment in which the principles are landing (context).

For the best chance of success, the principles need to align with the needs, priorities and resources of the context/environment in which they land…
