Ethical commissioning programme

We are funded by the Scottish Government Adult Social Care Ethical Commissioning (ASCEC) Team to deliver an ethical commissioning programme focussed on supporting implementation of the ethical commissioning and procurement principles at both local and national levels.

The core activity areas for 2026-27 are:

  1. Support with national policy and implementation on Ethical Commissioning and Procurement – Iriss will work to support Scottish Government and other partners on the ASCEC group to run collaborative working groups focused on the consultation, evaluation and implementation of Ethical Commissioning Statutory Guidance for commissioners and others and any other relevant priorities on ethical commissioning from the implementation of the Care Reform (Scotland) Act 2025.
  2. Provide Support to Commissioners with implementing the statutory guidance in their local area – run workshops/test of change for local authority commissioners, procurement officers, contract managers, lawyers and social work leaders on the implementation of the guidance (work with four local authorities) and share practice.
